Is a data package required for verizon phones?

i was looking into getting a new phone such as the omnia 2 or a palm pre or pixi. i was just wondering if i could buy these phones without having to pay for a full data package ($30). maybe just pay $10 and not have internet, cause internet on my phone is not a big deal with me. i can live without it
